Small Works Roster
HCSEG WORK: The Hood Canal Salmon Enhancement Group (HCSEG) is soliciting statements of qualifications and performance from firms interested in providing contracting services from spring 2026 through June 30, 2027 in conjunction with HCSEG sponsored projects. Typical work might involve, but is not limited to, minor asphalt paving, concrete construction, steel fabrication, installation of prefabricated structures, house moving, or demolition, timber removal, earth moving, heavy equipment operation and rental, water facility repairs, landscaping, weir construction, carpentering and fencing.
INVASIVE PLANT SPECIES, ASBESTOS AND CULTURAL RESOURCES TRAINING REQUIREMENT: Firms are also required to complete training in Invasive Plant Species Management, Asbestos Removal and Cultural Resources discovery.
- INVASIVE SPECIES: Correct control, removal and disposal of invasive and noxious plant species is a critical component of our restoration projects and all firms are required to follow procedures set forth by HCSEG.
- ASBESTOS HANDLING: Proper protocol for handling / avoidance of potential asbestos at worksites is required by the State Pollution Control Hearings Board and critical to the success of our restoration projects. All firms are required to follow procedures set forth by HCSEG.
- CULTURAL RESOURCES: Protection of our region’s cultural resources is of upmost importance to HCSEG and our tribal partners. All firms are required to follow the Inadvertent Discovery Plan provided by HCSEG at the work site.
-Firms capable of providing these types of construction services and willing to complete the training requirements listed above are invited to submit the Statement of Contractor Qualifications. Training will be provided by HCSEG staff at times to be arranged in April 2026. Minority and women-owned firms are encouraged to submit statements.
STATEMENT OF CONTRACTOR QUALIFICATIONS: These qualifications and interest statements will be reviewed and placed on file and used as a source to select one or more qualified firms from whom a detailed proposal can be requested for specific projects. The format of the statement of qualifications shall include:
- Washington State Contractor License Number, Washington State Tax Number,
- references for work performed in the past two years,
- type of equipment available,
- type of work desired,
- a statement that the contractor has no record of default or failure to complete a contract,
- Statement of Contractor Qualifications,
- and confirmation of intent to attend Invasive Plant Species Management, Asbestos Handling and Cultural Resources Training through the Hood Canal Salmon Enhancement Group.
DEADLINE FOR SUBMISSION: To be placed on the HCSEG small works roster, this form must be completed and accompanying documents mentioned above submitted to Hood Canal Salmon Enhancement Group no later than April 5th, 2026.

- Position Duration: HCSEG intends to continue the relationship with the Auditor for no less than 3 years based on performance. Each contract year shall coincide with the term of HCSEG’s fiscal year as shown below:
– Jan 1, 2025 – Dec 31, 2025
– Jan 1, 2026 – Dec 31, 2026
– Jan 1, 2027 – Dec 31, 2027
HCSEG reserves the right to extend the contract for 2 additional years:
– Jan 1, 2028 – Dec 31, 2028
– Jan 1, 2029 – Dec 31, 2029
SERVICES TO BE PERFORMED:
Your proposal is expected to cover the following services:
- Annual financial and compliance audit.
- Completion and filing of the agency 990 tax return.
- File or assist in filing extensions associated with the 990 tax return and/or 5500 filing, if needed.
TYPE OF AUDIT:
Annual Financial and Compliance
The audit will encompass a financial and compliance examination of HCSEG’s basic financial statements, supplementary information, and compliance reports in accordance with the laws and/or regulations of the State of Washington that require the minimum scope of the audit. The financial and compliance audit will cover federal, state, and local funding sources in accordance with generally accepted auditing standards; the Single Audit Act of 1984; the Single Audit Act Amendments of 1996; the provisions of OMB 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards published in Federal Register December 2014; the State Single Audit Implementation Act; and all other applicable laws and regulations.
REQUIREMENTS:
The Auditor will be responsible for preparing, typing, proofing, printing, and copying the Basic Financial Statements, supplementary information, and compliance reports. The Auditor will submit a draft of the Financial Statements to HCSEG for detailed review. This draft should be submitted in time to allow ample review and corrections.
HCSEG will expect a listing of requested information needed for the audit from the selected firm during the post selection preplanning conference. Updates to that list will be made during periodic conferences held while the audit is being conducted.
The Auditor will conduct the audit in person at the HCSEG main office where space will be made available in the conference room.
The working papers shall be retained and made available upon request for no less than three years from the date of the audit report.

WHERE YOU WILL WORK:
This is an AmeriCorps/Washington Service Corps national service position. It is contingent on funding and open until filled. The Hood Canal Salmon Enhancement Group is a nonprofit organization at the Salmon Center in Belfair, WA. We deepen the connection between land, people, and salmon. This happens through restoration, education, and research. We are located on a re-purposed family farm on the tip of the Hood Canal. Our campus includes 38 acres of organic produce gardens, farm animals, and a classroom. We also access the trail system throughout the restored Union River Estuary Preserve. We operate a small organic demonstration farm where we host education programs to improve food access in our community.
POSITION DUTIES:
The Sustainability Coordinators will teach about nutrition and sustainable farming’s positive impacts on salmon, deliver our nutrition and garden program, and manage our gardens for community access and provide community resources for home gardeners. You will also support our education, community outreach, volunteer management, and farm projects. You will plan and develop nutrition and garden education programs in school, summer camp, and 4-H club environments; deliver classroom-based programming and plan complimentary hands-on outdoor learning projects; recruit and manage volunteers to support U-Pick community garden; provide community-wide workshops and outreach; collaborate with staff and volunteers to plant, maintain, and harvest our food gardens and care for our 4-H farm animals; support P-Patch members.
We expect to begin rolling review of applications and interviews in mid-April.
